List of Executive Condominium (EC) Without Resale Levy

Resale Levy update as of 27 Nov 2016

A list of Executive Condominium (EC) without resale levy still exist in the market, where 2nd timer buyer no need to pay resale levy. There are a few Punggol EC, Sengkang EC, Woodlands EC and Sembawang EC with no resale levy. Resale levy is payable by 2nd timers applicants when buying a second subsided HDB flat or some Executive Condominiums. The brand new requirement on 2nd timer buyer to pay resale levy for buying executive condo is imposed on EC property land sales launched on or after December 9, 2013 including the ones that have closed their tenders yet. Basically 2nd Timer buyer have to pay resale levy for all the EC that was launched in 2015. A list of EC that has no resale levy and new EC with resale levy.

Executive Condominium resale levy rule executed on 09 December 2013 will affect the 2nd Timer applicants the most as buyer have to pay resale levy and the levy amount depend on when you sold off your 1st subsidy flat. The EC that were launched from 2015 onward are affected by resales levy: Treasure Crest ECWestwoods ECthe Vales ECBrownstone EC, Sol Acres EC, Signature at Yishun EC. Criterion EC, Wandervales EC, Parc Life, The Visionaire and Northwave EC, upcoming Yio Chu Kang EC are all EC with resale levy. 

There are different scenarios whereby a resale levy is payable or not payable. The amount of levy payable will depend on the date you have sold your first subsidy flat.

The amount is based on the resale price or 90% of the market valuation of your first subsidised flat, whichever is higher. An accrued interest of 5% a year (up to the month payment is made) if you opted to defer the payment of the resale levy. The accrued interest will be calculated from the point resale of your first subsidised flat to the date you pay the resale levy.

* 2-room flat sellers pay a lower rate, that is, only 10% if they buy a bigger flat direct from HDB.

If you sold a flat during this period, you were given two options at the point when you sold your first subsidised flat:Resale Premium
  • 10 or 20% of the purchase price of the second subsidised flat bought from the HDB.
  • If you are buying your next flat from the HDB, the resale premium will be included into the purchase price of your second subsidised flat.

Graded Resale Levy

Paying the resale levy

The resale levy payable is determined at the point you book your second subsidised flat. Payment can only be made by way of your flat sale proceeds and/ or cash.
